Move pnpm actions from carapace-bin and make ActionFilters self-contained

Moves all pnpm-specific actions (scripts, workspace packages, config,
modules, store, dependencies, log levels) from carapace-bin into this
repo's pkg/actions/tools/pnpm/, making carapace-pnpm the canonical
source for pnpm completion actions — matching the carapace-jq pattern
where the action library lives alongside the lexer.

ActionFilters is now fully self-contained: it handles [ref] completion
by shelling out to `git branch` and `git tag` directly (no carapace-bin
or carapace-bridge dependency), and {dir} completion via
carapace.ActionDirectories. The old wrapper in carapace-bin is no
longer needed.

ActionScriptsForFilter (filter-aware script completion) is now
exported from here so carapace-bin can import it directly.
