Bump version to 1.0.0 for the NumberFormatter rebrand

Package identity changed (number -> number_formatter on Hex, new repo
at Ch4s3/number_formatter), so there's no in-place upgrade path from
upstream's 1.0.x line for anyone to preserve compatibility semantics
for. Restarting at 1.0.0 signals a stable first release under this
package's own identity rather than implying continuity with a
differently-named package's version history.
