CNV-47050: Allow downloading of the virtio-win iso image from the artifacts server (#4413)

* Allow monting the virtio image to the artifact-server pod

Optionaly add a new init-container to the artifacts-download pod, to
copy the content of the virt-io image into the download server, and make
it available for download.

* Publish the download URL of the virtio-win iso file

If the `DEPLOY_VIRT_IO_WIN_DATA_FILE` env var is set, add the download
URL of the virtio-win file, to the `"virtio-win-image-download-url"` key
in the virtio-win ConfigMap.

The VirtioWinCmHandler re-computs the downlod URL, if the download base
URL was customized.
