fix(mergify): switch from queue to merge action for auto-merge

The queue action requires Mergify's paid merge queue feature, which
silently failed — no Dependabot PR was ever auto-merged. Switching to
the merge action with squash method resolves this. Also excludes bot
PRs from the dismiss-stale-reviews rule to prevent race conditions
with auto-approve.
