* Set sap system stale

* Listen to database stale changed so dispach command

* Add and project stale_at field to sap systems

* Add stale_at field to sap system openAPI schema

* Exclude internal event to reach activity log

* Order properly test events and improve naming

* Refactor json view usages to use convention way

* Remove strong consistency from event handler dispatch

* Query sap system directly with database_id foreign key

* Remove redundat test for event handler

* Merge stale/sync condition emit logic in one function

* Set database stale_at field from register command

* Guard against nil stale_at param to mark as stale

* Improve docstring and test phrasing
