fix(golang): extend third-party package slice to module granularity (#23557)

This just adds the optimization in #23515 to the path added by #23499.
It is the same optimization just under module granularity, so this is a
one-line unification of those two PRs.

I've added a test and also verified it across 10 go binaries with the
same verification that was done for those PRs.
