docs(rumqttc): move TLS support section before important notes in READMEs

The TLS support documentation was previously located at the end of the
README files, after the "Important notes" section. This placement made
it less discoverable for users seeking TLS configuration guidance.

Move the TLS support section to appear immediately after the examples
section and before the "Important notes" section in both rumqttc-v4
and rumqttc-v5 READMEs. This improves documentation organization and
makes TLS-related information more accessible.

Changes:
- Relocate TLS support section in rumqttc-v4/README.md
- Relocate TLS support section in rumqttc-v5/README.md
- Maintain identical content and structure in both files
