refactor: consolidate bbtool component discovery into an indexed SSOT (B1-979) (#952)

- new scripts/bbtool/discovery.py: ComponentEntry/ComponentIndex/build_index,
  a single global bare-name namespace keyed across all scanned roots
- cross-tree name collision raises CollisionError at build_index() time
  (fail-loud, never silent last-wins); no override/shadow mechanism (deferred
  to B1-1086)
- boards.discover_components/derive_component become thin wrappers over the
  index; public signatures unchanged
- migrate the 3 remaining hand-rolled path-position encodings onto the index:
  commands/wire.py _component_headers, commands/lint.py
  _emit_seam_owner_from_path
- add scripts/bbtool/tests/test_discovery.py covering single-root discovery,
  collision detection, index lookups, and owner_of_path
