chore(deps): update all dependencies to latest

Routine maintenance to pull in upstream fixes and stay current. This
includes breaking major bumps: octocrab 0.44 to 0.54, reqwest 0.12 to
0.13, tabled 0.19 to 0.21, bat 0.25 to 0.26, and serde_yml 0.0.12 to
0.0.13, plus a full lockfile refresh.

Two upgrades required source changes. reqwest 0.13 dropped the
rustls-tls feature and split query support into its own feature, so the
manifest now uses rustls-no-provider (matching the ring provider already
installed in main) and enables query. serde_yml 0.0.13 stopped emitting
a trailing newline on serialization, so reformat_data restores it to
keep YAML output stable and avoid concatenation issues when appending in
an editor; a test fixture that relied on the old stricter scalar parsing
was also updated.
