build(deps): update reqwest to 0.13

Keep the HTTP client on the current release line. reqwest 0.13
switched its default TLS backend to rustls with aws-lc and made
query/form handling opt-in features, but none of those breaking
changes affect this crate: requests are built with manual query
strings and the code only touches Client, Method, StatusCode,
Error, and the json feature. No source changes were required, so
this bump is limited to the manifest and the resolved lockfile.
