Release krabitls 0.4.0 (#107)

* Release krabitls 0.4.0

Bumps krabitls to 0.4.0 (and the krabitls_cli version pin to match — the old
^0.3.1 requirement wouldn't accept 0.4.0). Minor bump because the RSA feature
axis changed incompatibly: `rsa_2048_only` is gone and `rsa` now means the
2048-bit baseline with 1024/3072/4096 as additive opt-ins.

README: note the RSA width features, optional mutual-TLS client certs, and the
compile-time bigint carrier selector.

* README: describe bigint-heapless as a code-size/stack tradeoff, not internals
