add constrained-RAM probe + ledger run 14

- test_arch/ gains a cap-ladder leg (cgroup MemoryMax and prlimit
  address-space, both tooth-proven to bind): under a cap the
  serialized run survives every rung the parallel run dies on —
  OOM-kill under cgroup, the literal SQLITE_NOMEM under prlimit,
  ~6.5x measured peak-footprint amplification
- confirms the shared-globals gotcha empirically: the spurious
  "out of memory" is memory-pressure-gated contention; test.seq's
  one-OS-process-per-file model is the surviving leg
- zero product defects: SQLite returns NOMEM correctly, xqlite
  propagates it structured, integrity clean on every completed run
- backlog item closed; the axis reaches two consecutive clean
  covering runs
