Make LoopSchedulers available from DoccTarget (#853)

* Make LoopSchedulers available from DoccTarget
 + Each target can declare its loop schedulers (also multiple) when it gets applied
 * global scheduler registry no longer needed (in theory)
* Moved LoopScheduler definition into the library where its actually used (header-only: Context, DoccTarget)
* Fix: actually have DoccTarget default to compile-time API version. If targets want to declare an older version than the used header is, they need to do it manually
* Fix: etsoc uses new ptr-edges
