Migrate Python tooling to Ruff

Replace Black, isort, Flake8, and Pyflakes with Ruff across development dependencies, pre-commit hooks, and nox lint and fix sessions.

Configure Ruff for OmegaConf source and notebook formatting while excluding generated, vendored, scratch, and subproject code. Update contributor guidance and apply Ruff formatting and import normalization.
