feat: migrate pogopin onto shesha MCP framework (MC-12) (#66)

Rebuild the MCP server on shesha's composition-root/Capability seam,
splitting serial/esp/flash/decode into standalone capabilities with
lazy hardware-tier unlock, an mcpx progress emitter, and a diagnostics
group gated behind --read-only. Remove the legacy mark3labs/mcp-go
server, which is now test-only, and pin shesha at latest main
(e2f743f).
