refactor: delete unused bb_dispatch_cmd command registry (#934)

- bb_dispatch_cmd was a zero-consumer, transport-neutral command
  registry whose envelope layer was never built; nothing outside its
  own unit test registered or called it
- removes components/bb_dispatch_cmd, platform/host/bb_dispatch_cmd,
  its host test, and all capability/composition/docs references
- prunes the now-stale entry from the new_component fence baseline
  (shrink-only)
