feat: convert library to ESM and add packaging checks to CI (#421)

- Convert the root `layered-loader` package to ESM:
  - Add `"type": "module"` and an `exports` map to package.json
  - Switch tsconfig to `module`/`moduleResolution: NodeNext`
  - Add explicit `.js` extensions to all relative imports
  - Use named `Redis` type imports for NodeNext compatibility
  - Exclude spec files from the published build
- Add publint and @arethetypeswrong/cli (attw) in ESM-only mode to
  both `layered-loader` and `@layered-loader/sqs`, wired into CI via
  a recursive `lint:packaging` script
- Address findings: replace deprecated `git://` repository URLs with
  `git+https://`
