add A10 error-contract probe + ledger run 8

surface-only audit of the structured-error contract. static census plus
a CI-isolated probe (error_contract/, 16 real error conditions, 11-control
teeth gate) driven through the public API.

all four sub-areas HOLD: text-parse classification is confined to the
sanctioned constraint parser plus four message-substring branches in
error.rs; extended result codes are preserved on every path (rusqlite
enables EXRESCODE unconditionally, C-constant matching handles gotcha #2);
query_with_changes zeroes the sticky counter for non-DML; every variant
encodes to a with-matchable atom-or-tuple with a binary message.

zero S0/S1/S2. six S3 completeness/precision/fragility findings recorded
in the ledger and BACKLOG (message-substring classification, dropped
extended code on the semantic variants, RETURNING changes=0, dropped
unsupported-atom payload, error_reason typespec gap, latent doubled-error
fallback) — filed, NOT fixed, per the budget-constrained pass.
