add A6 lifecycle probe harness + ledger run 5

resource-lifecycle review axis A6: a CI-isolated leak-loop and
hostile-drop-order harness under lifecycle/, mirroring durability/
and concurrency/ (outside test/, not in elixirc_paths, unmatched by
the formatter glob).

static audit finds every lifecycle window sound: drop-once swap/take
teardown, the raw-handle locking rule on every SQLite-touching Drop,
child-embeds-conn-ResourceArc immunity, structural cross-handle
immunity, an aliasing census (blob raw pointer, session PhantomData
Drop), and THREADSAFE=1 destructor context.

probes run every resource open/use/close x10^5 plus a hostile
drop-order matrix; all PASS with RSS steady-state and fds stable,
gated by three planted-leak teeth (conn/statement/blob retain) that
each trip LEAK with a >10x margin. the documented
conn-close-with-live-child leak is quantified at one sqlite3* per
occurrence (bounded, no crash). zero new findings; A6 holds.
