feat: add Workspace add-session Interface toggle (#252)

the workspace-row hover "+" (adds a session to the hovered workspace) had
no Settings ▸ Interface toggle. It was separate from the footer "New
session" button but could not be hidden. Add a distinct
`workspaceAddSession` InterfaceElement (Sidebar section), gated in
`SidebarCellView.mouseEntered` so a hover only reveals the "+" when the
element is shown.

the 12th toggle overflowed the fixed Settings window, so the Interface tab
now lays its toggles two per row with a centered divider (even columns),
and the window widens to 540 so the longer labels fit on one line.

also captures a working-norm (CLAUDE.md + settings.md): when adding a new
toggleable UI element, propose a Settings ▸ Interface toggle for it, asking
first, never automatic.
