Add experimental TupleConfig support (#1336)

Introduce a public immutable TupleConfig with fixed and variadic tuple typing, structured-config integration, sequence APIs, atomic replacement merges, typed container-union selection, conversion, serialization, and resolver support.

Handle incompatible container merges with public errors, preserve explicit clone flags, reject None from typed_tuple, guard special-value equality, and normalize empty tuple and Unpack annotations across supported Python versions.

Document the experimental OmegaConf 2.4 semantics, add the API-change news fragment, and cover construction, immutability, operators, merges, unions, interpolation, serialization, and representation.
