Drop comments that narrate the deleted inline scan/decode loops

The consolidation moved the Ct cmp/leading-zeros scans and the byte-decode
into shared helpers, but the heapless call sites kept comments describing
the old inline bodies — referencing `decided`/`result` locals that now
live only inside the helper, and "the same [T; CAP] the hand loop did".
Collapse each to the delegation note that points at the shared helper, and
trim the arith invocation comment to the one fact its macro-def comment
doesn't already state (the Copy no-op forward).
