ci(release): quote multi-arch image annotations safely (#203)

The manifest-list creation step built the imagetools argument list via
command substitution with jq @sh quoting. Quote removal does not run
after command substitution, so annotation values containing spaces
(e.g. "AXIAM IAM admin dashboard") were word-split into stray
positional args, making buildx treat "IAM" as an image source and
fail: "failed to parse source IAM ... must be lowercase".

Build the -t / --annotation / source-ref list in a bash array instead
so spaced annotation values survive as single arguments.
