ci(docs): publish theme-settings.json and root redirect (#3)

The DocC site loaded broken on GitHub Pages: swift-docc-render fetches
<base>/theme-settings.json on every page, but DocC never emitted one, so
Pages returned a 404 HTML page and the theme failed to apply. The bare
Pages URL also served DocC's routeless render-app shell, showing a blank
page.

Write a minimal valid theme-settings.json into the published site so the
request resolves to 200 JSON, and replace the root index.html with a
redirect into documentation/axiamsdk/ so the site opens directly.
