fix: correct blocklist status API and add validation

- Fix typo in `BlocklistStatus` struct (`Unitl` -> `Until`).
- Update `Status()` to return `nil` for `Until` if not disabled.
- Add validation to `Disable` handler to ensure positive duration.
- Remove redundant log statement in `IsBlocked`.
