Add process subreaper support for Linux and FreeBSD

Expose acquire_subreaper, release_subreaper, and is_subreaper so a supervisor that is not PID 1 can adopt, observe, and reap orphaned descendants. Linux uses PR_SET_CHILD_SUBREAPER; FreeBSD uses PROC_REAP_ACQUIRE/RELEASE/STATUS with idempotent handling of EBUSY and init's non-releasable role. All other targets return ErrorKind::Unsupported. Acquisition and release are idempotent at the crate level. Adds a standalone harness-free lifecycle contract test and bumps the release to 0.10.0.
