ci(docs): publish API docs to gh-pages branch

Switch the docs workflow to build the API docs and force-push the
generated HTML to a gh-pages branch (matching the convention used in
the other repos), instead of the GitHub Actions Pages deployment
source. This only needs contents:write, which the Actions token has,
so it no longer depends on the Pages site-creation API.
Adds a .nojekyll marker so underscore-prefixed doc dirs are served.
