GH-254 - `<yatt:foo if="COND">` now generates conditional (postfix if/unless) call

Port of conditional widget call from original yatt (yatt-pm).
When a widget call has `if=`/`unless=` in its arguments, the whole
call becomes conditional, like Perl's postfix if/unless. This also
works for code-type argument calls and delegates, since the
interception happens at the entrance of gen_call.

New option `no_conditional_call` (threaded from Factory/YATT::Lite
down to CGen like prefer_call_for_entity) disables this feature.
