release: bump the Document-impl format crates for the edikt-core 0.3.0 trait

The v0.2.4 publish partially failed: edikt-core 0.3.0 changed the `Document`
trait (apply returns warnings; to_values/to_commented_all/set_comment_in_doc
added), which every format crate implements, but jsonc/ini/env/toml/kdl were
code-updated without a version bump, so publish-crates skipped them and left
old code requiring `edikt-core ^0.2` on crates.io. edikt-frontmatter then
resolved two edikt-cores (0.2.1 via the stale format crates, 0.3.0 direct) and
failed to verify.

Bump those five so they republish requiring edikt-core 0.3.0, giving a single
edikt-core in the graph. edikt-core 0.3.0 and edikt-yaml 0.2.1 already
published; this completes the set for edikt-frontmatter 0.1.0 and edikt 0.2.4.

Lesson: a change to edikt-core's Document trait must bump AND republish every
crate that implements it, together, in one release.
