feat(undertow): add TowClassPathResourceManager for serving classpath static resources

- Implement TowClassPathResourceManager to resolve and serve static resources from the classpath (supporting both file and jar protocols).
- Introduce StaticResourceResolvable interface with default methods for path-based resource scanning to eliminate duplicated scanning logic.
- Refactor TowResourceManager and TowClassPathResourceManager to implement StaticResourceResolvable.
- Simplify TowResourceHandler's auto-detection logic by using StaticResourceResolvable for unified resource scanning.
