Cap bundler install concurrency in CI

Since bundler bases its default install parallelism on the host's
processor count, native extension compilation during bundle install
can exceed the memory limit of the medium docker executor, getting
jobs randomly OOM killed. Cap it to 2 jobs, matching the executor's
CPU count.
