refactor: remove bb_transport_health (dissolved into per-client health) (#912)

- delete components/bb_transport_health and its host platform backend
- drop test/test_host/test_bb_transport_health.c and its test_main.c wiring
- prune bbtool.toml capability list + platformio.ini test build flag
- scrub dangling doc/comment mentions in bb_tcp_client, bb_wifi_http, bb_filter
- prune shrink-only fence/coverage baseline entries for the removed component
