switch releases to sbt-ci-release, tag-triggered CI publish

Replace the manual sbt-release + sbt-pgp + sbt-sonatype process with
sbt-ci-release: Sonatype's legacy OSSRH endpoint (s01.oss.sonatype.org)
was shut down 2025-06-30, and sbt-ci-release 1.12.0 already targets
the Central Publisher Portal (and has a stable sbt2 build, unlike
sbt-sonatype). version.sbt is removed since sbt-dynver derives the
version from the pushed git tag instead.

Add .github/workflows/release.yml, triggered on `v*` tag pushes,
mirroring the pattern already used by other Evolution sbt plugins
(e.g. sbt-kagi-plugin): build+test, then `sbt ci-release` using
PGP/Sonatype secrets, then publish GitHub release notes.

To cut a release: push a tag matching v<version> (e.g. v0.1.0).
