fix(sei): avoid panic on NAL units shorter than the NAL unit header

hevc.ParseSEINalu indexed nalu[0] and sliced nalu[2:] without a length
check, so an empty or single-byte NALU could panic. avc.ParseSEINalu
had the same nalu[0] hazard on empty input. Guard both against input
shorter than the codec NAL unit header and return ErrNotSEINalu.
