fix(MinimalBorrowerProfile): defer recommendations until loan loads

On client-side navigation the recommendation rows could be built before
the component's own query resolved, freezing an empty loan into the UI as
"Support these undefined loans". Build the rows (FLSS filters and headings)
only once loanData is populated, driven from the apollo result, so the
sector, gender, and country rows are all derived from a loaded loan.
