Upgrade rust dep fuser to 0.17 (#23543)

- Switches from libfuse to fusermount3, which sheds some obnoxious deps
on pkg-config and libfuse-dev for linux contributors (me) in favor of
rust
- API changes that solves some todos for us

This dep is a developer dep for debugging the CAS, so low-overhead
build/CI is a lot of +++ from me.
