This version completes the support for lists of primitives across all
the SDK generators (Golang, C#, TypeScript and C++ -- Python already
had it), including lists of constrained primitives and lists of
enumeration literals (#637, #642, #646, #653, #656, #655).

We also fixed a discrepancy where the C++ SDK serialized doubles in
XML with trailing zeros, unlike the other generated SDKs (#647),
and fixed the length transpilation of byte arrays in C# (#638).

We fixed the XSD generator so that it can handle a constrained
primitive with a missing ``Value_data_type``, which allows us to
share the same meta-models across the tests without special-casing
XSD (#649).

We also discovered and fixed an omission where the verification test
generator was never ported to Python from aas-core3.0-python (#657).

Finally, we drop the support for Python 3.9, which is no longer
supported by mypy and other tools we depend on (#641).
