feat: diag endpoints on floor via bb_data egress (#909)

- add GET /api/diag/meminfo and GET /api/diag/system to examples/floor,
  wired through bb_data's binding table (JSON render, fresh every request)
- promote bb_meminfo_heap_snap.h and bb_system_snap.h from private to
  public headers so floor (their first real consumer) can include them,
  moving bb_serialize from PRIV_REQUIRES to REQUIRES on both components
- add bb_data/bb_serialize_json/bb_system to floor's bbtool.toml
  capability manifest so codegen resolves the new transitive closure
