Wipe fixes

Leaving data on fragmented files: this bug has been there for years.

CleanerML `same_user` attribute was interpreted as true with any literal
including "false": this affected journald, apt, and pacman, so it practically
did not check whether the process was running.

apt_autoclean: this code was last touched 2016 in commit a7b4e73aa, and
the regex bug was there longer.

Wipe.py truncation: it did not affect users because the function is called with
truncate=True only in Memory.py, which is not compatible with Windows.

check_extents_concurrency: the bug should have thrown an exception
(i.e., not a silent error), but there's not a bug report from users. The code was
last touched 2017 in a formatting change, so the bug was there longer.
