feat: support the QUERY HTTP method for subscriptions

Per the protocol spec, hubs MAY accept the QUERY method (RFC 10008) on the
subscription URL so subscribers can carry topic matcher lists in an
application/x-www-form-urlencoded body instead of the query string, avoiding
URL-length limits of browsers and intermediaries.
