Cover the defensive arms; drop the redundant `== TRUE` from the dispatch Javadoc

Three additions raising patch coverage on #792, each doubling as a pin:

- `testInputSignatureContainerAppendLoop`: an append-built list parameter is
  the designed unsupported form (its object catalog is not a contiguous run of
  constant indices), blocking with `TENSOR_CONTAINER_UNSUPPORTED` rather than
  `HETEROGENEOUS_ARITY`. The GraphSAGE-style shape from the corpus.
- `testSingleTypesRejectsNested`: the flat projection throws on a nested
  signature rather than silently flattening.
- `testParameterSpecsSequenceMultiDtype`: distinct element dtypes join in the
  per-parameter row.

Also applies review: `isTensor() == TRUE` reads as bare `isTensor()` in the
dispatch Javadoc; category (a)'s `!= TRUE` stays, since it distinguishes the
null case of the nullable `Boolean`.
