* update akka to 2.6.21 and akka-http to 10.2.10 (last open source versions before switch to BSL)

* update akka-http-play-json to 0.3.0

* update scalatest to 3.2.20

* update SBT to 1.12.14

* update Scala to 2.13.18

* drop Scala 2.12 support

* update actions in CI workflow

* switch to tag based release process

* update SBT plugins

* limit CI activity to PRs or push to `master` branch
