fix: set GOTOOLCHAIN=auto so CI runners auto-download the required Go version

go.mod requires Go 1.26.4 but CI runners may have an older version
with GOTOOLCHAIN=local, causing "go list" and "go install" to fail
before tests can even start.

Setting GOTOOLCHAIN=auto in the Makefile ensures Go auto-downloads
the correct toolchain version as specified in go.mod.
