Bump ndarray to 0.17.2 (#16596)

This commit bumps the ndarray version we use in Qiskit to the latest
version 0.17.2. Previously we were blocked on bumping the version used
because the ndarray version has to be shared between Qiskit and all of:
ndarray-einsum, rustworkx-core, and rust-numpy. If one of those
dependencies isn't using the same version of ndarray as Qiskit then
there will be compilation failures, because ndarray objects are passed
between the libraries. Since the release of rustworkx-core 0.18.0 the
last library needing to support ndarray 0.17 has been updated and the
version used can be updated. This also enables us to remove the type
alias for ArcArrayD in qiskit_providers::tensor since this is built-in
to ndarray as of 0.17.
