feat(botswizard): declarative multi-step wizard driver over wizard-params

Describe a wizard as an ordered list of typed Steps; the driver handles
routing, re-prompt on invalid input, /cancel and /back, an optional TTL, typed
Values accessors, and self-clearing state on completion. Builds on the existing
ChatData AwaitingReplyTo + AddWizardParam/GetWizardParam machinery (params ride
in the awaiting-reply query string and self-clear on reset). One Wizard = one
registered command; step index + values live in the self-clearing params.
