fix: fall back to getAsFile when getAsFileSystemHandle returns null

Awaiting the handle neuters the DataTransferItem in Chromium, so capture the
File synchronously and use it when no FS Access handle is available instead of
throwing. Fixes react-dropzone/react-dropzone#1435
