feat: rename diag snapshot descriptors to source-owned, format-agnostic names (#907)

- bb_meminfo_wire_t/_desc/_fill -> bb_meminfo_heap_snap_t/_desc/_fill,
  owned by bb_meminfo (drops the "wire"/future-endpoint framing per KB
  1432 -- these are format-agnostic source snapshots, not a wire format)
- bb_system_wire_t/_desc/_fill -> bb_system_snap_t/_desc/_fill, owned by
  bb_system
- test_diag_wire.c -> test_snap_desc.c, tests renamed to match
- bb_serialize_console_heap_snap_t (console-local heap subset) stays in
  place: bb_serialize_console_render() is flat/scalar-only and can't yet
  render bb_meminfo_heap_snap_t's nested per-region objects, so retiring
  it needs nested-key console render support (B1-1024) -- added a
  TODO(B1-1024) note rather than forcing the retirement

Still additive only -- no routes, no bb_data, no console render change.
