Add TypeScript example to the monorepo (#465)

* feat(#440): Add TypeScript example to the monorepo. Add examples/typescript workspace package migrating the epb-ts-example content to the current plugin version, wired to the local eslint-plugin sources so it is checked in CI, and point the TypeScript Support guide to it instead of the standalone repository. (#464)
