Add hint: remove python_min redefinitions that match the global pinning default (#2581)

* Add hint for python_min redefined to the global pinning default

Hints (R-052) when a recipe redefines python_min (v1 context or v0
jinja set) to the same value as conda-forge's global pinning default.
The default is fetched from the pinning feedstock with a shared,
cached, fail-quiet URL helper reused by the existing hints.toml fetch.

Also:
- Deprecate load_linter_toml_metdata_internal and the misspelled
  load_linter_toml_metdata alias via conda_smithy.deprecations instead of
  removing them; migrate internal callers to load_linter_toml_metadata
- Add a test for redefining python_min below the global default
- Regenerate linter-messages.json
