chore: commit package-lock.json and switch CI to npm ci (#18)

- Stop gitignoring package-lock.json and commit it for reproducible installs.
- CI/release: `npm install` -> `npm ci` (fails on lockfile drift instead of
  silently resolving), and enable setup-node's built-in npm cache.

Note: `npm audit` reports one low-severity, dev-only advisory in esbuild
(transitive via tsup/vitest; only affects esbuild's dev server on Windows,
which this project never runs). `npm audit fix` can't resolve it without a
forced major bump of tsup/vitest, so it's left as-is.
